A packing list starts with a journey, not a universal number of shirts. Record the route, transport providers, activities, accommodation and what can be obtained at the destination. Rules can differ between a departure checkpoint, a connection, a destination and an airline.
A lighter-looking bag can still be overweight
Assume a fictional7,000 g baggage limit. The empty bag weighs1,600 g and four contents groups weigh3,600,900,650 and400 g. The packed total is 7,150 g,150 g over the assumed limit. A compression pouch changes the shape, not that sum; the pouch's own weight would add to it if not already included.
This is not an airline allowance. Replace the assumption with your actual carrier's confirmed size, mass and item rules and check whether personal items count separately. Remove or replace something only if its function and carriage conditions permit it. Do not move restricted batteries or necessary medicine to a different location merely to make this arithmetic fit.

Map the use before the item

For clothing, check weather and activities, then form usable combinations. Include laundry access only when it is actually available. Compression may change space but does not reduce weight. No fixed percentage of empty bag space or standard pair count fits every trip.
Check restrictions before choosing a bag
Use the actual carrier's size, weight and number limits and the relevant security authority's item guidance. Incheon Airport's restricted-item guide is a source for its departure context, not a worldwide rulebook. Recheck the applicable route near travel rather than relying on an old screenshot of a general checklist.
For liquids, medicines, batteries, power banks and tools, check the exact item, packaging, rating, quantity and any approval process. “Uncertain” does not mean “put it in checked baggage.” Some items must be carried in a particular way or may not be allowed at all. Do not assume every battery over a threshold can be accepted with permission.
Build a document and access check
Identify required travel and entry documents through the relevant official authorities. Check validity and any conditions for each traveller; this guide cannot determine entry eligibility. Keep documents and necessary medication accessible as permitted. A private backup should not expose identification numbers or medical details through a public link.
Test the load, then record the last check
Pack using the chosen bag and verify dimensions, weight, access and the ability to carry it. Keep a separate list of items to add just before departure. Fictional example: a required charging cable is still in use, so it goes on the last-minute list rather than being marked packed. Before leaving, confirm that it is actually present.
Finish with a list whose items have a purpose, a permitted location and a checked status. A generic checklist cannot guarantee passage through every checkpoint or replace the current official instructions.
